World No. 23 Juan Ignacio Chela makes his return to competition after Argentina secured a 3-2 victory over Serbia in Davis Cup. The 32-year-old veteran is bidding for his 28th match win this season.Qualifier Florent Serra won his first-round match against fellow qualifier Gianluca Naso in straight sets, 6-2, 6-4. The 30-year-old Frenchman looks to record his fifth tour-level victory for 2011.
Potito Starace vs. Pere Riba
Sixth seed Potito Starace looks to break a 1-1 series tie with opponent Pere Riba. The players last met this year at the Masters 1000 Monte Carlo, where the Spaniard won a first-round match in three sets.
Starace will attempt to win his 23rd match of the season. The 30-year-old Italian is twice a quarterfinalist in Bucharest, having made the final eight in 2007 and 2010.
World No. 72 Riba remains on track to record his first tour-level win since Kitzbuhel. The 23-year-old Spaniard, set to take part in his third Bucharest effort, has compiled a modest 9-19 mark for the season.
